The City of Roxboro is highlighted in the Winter 2008 issue
of Popular Government, a periodical published four times a
year by the University of North Carolinas School of
Government.
According to Roxboro City Manager Jon Barlow, the publication
is due out in the next couple of days.
A multi-page article in the publication is co-authored by
Lydian Altman, who was one of two persons who helped guide
the citys strategic plan process, which was adopted
in 2006.
Altman and Margaret Henderson with the UNC School of Governments
Public Intersection Project served as the citys strategic
plan facilitators.
The City of Roxboros strategic plan is an excellent
resource to the road map for the future of the city,
Barlow said Tuesday. It distinctly outlines what citizens,
staff and council determined to be priorities and where resources
should be applied.
Barlow noted that, while the strategic plan was originally
adopted in 2006, the plan has since been through two updates.
Thus it is an active document that will continue to
evolve as the citys priorities and opportunities change.
The Popular Government article notes that when the city undertook
a strategic planning process in late 2005
[it] was the
first strategic planning process in which the city had ever
engaged.

the article says, however, it took other community members
and employees viewpoints into consideration
By continuing to address its strategic plan on a regular
basis, the city has seen benefits, the publication noted.
In essence, Roxboro has obligated the time and the
effort to the review, committed itself to making necessary
adjustments, celebrated and shared accomplishments, and added
new goals as appropriate, the article reads.
As part of the ongoing strategic planning process, Barlow
provides Roxboro City Council with a monthly plan update at
council meetings. The update shows goals and plans that are
complete as well as others that are ongoing or preparing to
commence.
