Low bid on water line work
well under budget
- 3/15/08

By TIM CHANDLER, C-T Associate Editor

Roxboro City Council is expected to award a $777,000 contract next week for replacement of two-inch water lines in the triple tier pricing area of N.C. 57 North.

Council will hold its regularly monthly meeting Tuesday at 9 a.m. The meeting at Roxboro City Hall is being held during the morning in connection with Local Government Day.

The bid of $777,030 from W.C. English Inc. of South Boston, Va. is well within the budgeted estimate for the project, which officials anticipated costing between $900,000 to $1 million.

Bids for the project were opened on Feb. 28. A total of seven bids were received, ranging from W.C. English’s low bid to a high of over $2.1 million from Billings & Garrett.

According to Assistant City Manager Tommy Warren, the “bid price does not include the cost for the replacement of the service connections.

“A unit cost for the service connections is included in the bid form based upon the type of connection,” Warren explained. “The types of connections are dirt bores under the road and rock bores under the road. Since it is not known what type of bores will be needed until the bore is attempted, this price is included as an alternate.”

Warren went on to explain the total cost of the job, including the alternates, “should be under $900,000.”

Other bids received for the project included Prillaman & Pace ($887,703), Triangle Grading & Paving ($894,259), Key Constructors, Inc. ($962,945), H.G. Reynolds ($1,015,384) and J.F. Wilkerson ($1,274,323).

In other matters Tuesday, council will consider a request for extension of a water line to a proposed medical practice facility at 3763 Durham Rd.

Dr. Dan Phillips, who wrote to council last month that he was “developing a medical practice” at the site to be known as the Gateway Center, made the request.

According to Public Services Director Andrew Oakley, an existing eight-inch waterline is adjacent to the site.

“The development would construct a private six-inch water line to serve both phase one and phase two of this project,” Oakley explained. He went on to add that the city staff is recommending approval of the extension.
