Council to ponder parking dilemma
on Reams Ave.

A parking dilemma on Reaves Avenue, between Lamar Street and Madison Boulevard, will be discussed by Roxboro City Council during its regular monthly meeting Tuesday, Aug. 12.

The meeting will be held in council chambers at City Hall beginning at 7 p.m.

On-street parking had been allowed for numerous years on Reams Avenue near the Roxboro Police Department until construction of the police headquarters was completed. Shortly thereafter, no parking signs were placed on Reams Avenue between its intersection with Lamar Street and Madison Boulevard. Those signs, however, have been, for the most part, ignored.

Roxboro Police Lt. Mike Price will address council Tuesday with recommendations for alleviating the parking problems.

Price will recommend:

• That parking be allowed in this area, if necessary, but limited to two hours;

• Marking parking places in white street markings but only where there is adequate space for three lanes of traffic;

• Posting more signs indicating where parking is or is not permitted.”

Price pointed out that his suggestions were intended “only for the safety of pedestrians and the motoring public.”

The police department has parking entrances on Reams Avenue and Lamar Street. A majority of the police vehicles are parked where they must use the Reams Avenue entrance.

“I understand that parking has been permitted on this portion of Reams Avenue for the past 30 years or more and that the [current] no parking sign that is posted has been ignored,” Price wrote in a letter to council. “However, with the police department’s existence at this point, it is unsafe to allow parking that would interfere with police response.”

Price noted that there had been numerous incidents when police response was delayed and collisions nearly took place due to traffic congestions caused by vehicles parked on the street on Reams Avenue.

“Traffic volume has also increased over the years and with the grade and width of this area, I feel that it is unsafe for motorists and passengers to exit their vehicles with the limited space that is remaining after two lanes of traffic proceed, as they normally would, without traveling over into opposing traffic.”

In other matters Tuesday, council will:

• Hold a public hearing on a proposed Community Development Block Grant (CDBG) application.

If approved by council, the city will apply for a grant to address community concerns in Cavel Village.

CDBG funds are issued through the North Carolina Division of Community Assistance and are provided by the U.S. Department of Housing and Urban Development.

If approved, Planning Director Julie Kelly said recently, the grant would be used to provide “rehabilitation assistance for low to moderate income homes in the Hicks Circle area and a section of Kerr Drive at Hicks Circle.”

Kelly also said that funds from the grant would also be used to address crime in the Cavel Village area.

Roxboro Police Deputy Chief M.A. Kirby said “about 23 percent of total calls,” received by the police department “come from Cavel.”
